In a world where people can fly on griffins, wyverns, dragons, magic carpets, and even build giant airships, the Lich King sure put a lot of effort into building walls. I guess those fortifications are “working as intended.”

Well. In his defense, those walls could easily house a lot of anti-air defense. The fact that they DIDN’T, well. It’s even worse that he permanently kept the gate open, and didn’t get it closed even after Argent Crusade got into his courtyard.
Sounds like either a very devious plan, or a case of horrible overconfidence. Which one it is, I’ll leave for everyone to discover inside the Citadel.
